Our approach uses the widely accepted Program Logic™ methodology to provide a robust picture of how an organization does its work, including the theory and assumptions underlying the operation of a program and how expected outcomes are linked with activities and processes.

We are experienced in applying this framework in program design and evaluation contexts for government departments and agencies. For example, through evaluations of the:
